is it just on the skin layers, or does it go deeper (ie, the budge is comming from deep inside). The best idea here either way is to go tot he vet-if its just the skin layers, it could be something simple and easily removed, like a callous formation (ie, non cancerous growth) much like a human can get a cyst growth. If its dep inside, do not delay or wait for further answers-take her to a vet ASAP. This could be anything from a cancerous growth to a herniated muscle or organ twist. Does the dog appear to be in pain, are her bowl movements regular? is she eating normally? All these questions you should think of now because the vet will appreciate as much observations from you as possible. Anything else out of the ordinary about your pooch, should be told to the vet.

First, you do NOT have a "Taco Bell" dog... You have a Chihuahua.
Second, IF your dog has something that you believe is odd, CALL YOUR VET.
IF you love your dog, you would make sure she is not sick.

Take her to the vet. May be cancer and if it is, the sooner it is treated, the better.
