I think they post a speed limit to let you know that if you go above that posted speed it is dangerous. No one actually goes the speed that is posted. Even police when they don't have their sirens on go much faster.

Here in Cincinnati towards the end of the month you want to drive at the speed limit. The cops are out looking for people to give tickets to. Sometimes on sunny days they are out too. You are pretty safe going faster than the speed limit on rainy days since the cops aren't trying to ticket people. But because people here can't drive, they get into car accidents when it rains or snows and traffic slows down.

Speed limits are ignored because often they having nothing to do with what many experienced drivers know to be a safe limit. In some places, they are set unreasonably low, so that the government can generate revenue of tickets and/or police can have the excuse to pull over pretty much anyone they want to (after all, almost all are driving over the speed limit). It has been shown that lower speed limits do not reduce accident and fatality rates. My advice is, be alert and drive within your own limits. (hint -- if you have accidents/near accidents, you are driving over your limit). Trying to follow speed limit signs insures nothing.
