Ok well Im a junior in high school and I used to look like a goth but now I dress like everyone else. The whole school still sees me as "that weird girl" - but there is this one guy who I always see staring at me and he doesn't seem to care about my past choices. The only problem is that he is really shy and I know he wont talk to me - so how should I go up to him? I dont know what to do.

Anyone who is worth dating wouldn't care if you dressed like a goth or like everyone else.
Starting a conversation isn't easy, but if he's interested, he'll appreciate your effort. Something as simple as going up to him, smiling, and asking if he knows what time it is, can start things off. Then you can always just smile and say hi while passing in the hallway, and see where things go.
If you try asking him for the time, make sure you're not wearing your watch or in front of a clock at the time. ^_~

This is what I do and it seems to always work. Ask questions like how are you, how is your day going, what are your plans for today after school, talk about class (if you are in class with him), just be over all friendly to him and other people in class and they will start to talk to you. Try to find a natural situation that you can use to talk to him. Conversations have to start within some kind of context, so try to spot the opportunity, or see if you can create one. Otherwise, you might want to try some non-verbal ques to try to get him to persue you. When you catch him eyeing you, give him a subtle smile and wink. Find ways to flirt with him.

This is very easy...put one foot in front of the other until you reach your target! Then accidentally drop your books and voila! Surely he'll help you gather them and there is your opportunity to start a casual conversation.

then see when it goes to from there....
