why does rockstar didn't produce GTA: Liberty City Stories and GTA: Vice City Stories in PC?

Good question.
Remember, Liberty city stories and Vice City stories are not included in the mainstream of GTA. They were made for portables.
GTA3, GTA Vice City and GTA San Andreas were made for PC. I strongly hope the next GTA, GTA 4 will also appear for PC.

GTA Liberty City stories for PSP was some old program code that was going to be part of the Vice City version but was not able to be implementated on the disc. You can download GTA vice city from EMULE I have it its quite fun

Those were campaigns already within GTA 1, suppose it would've been a marketing nightmare to recreate them as current titles.
