The highest level non commissioned officer, E9, has reached the CEO status of his career. He is nearing retirement age, has many years of service under his belt, and generally is in a command position. Senior commissioned officers consult with him for advice on military matters. He drinks good whiskey and smokes fine cigars.
The lowest commissioned officer, O1, is a kid in his early twenties. He has a brand new college degree, is recently graduated from officer candidate school, and is assigned to the 'scut' work that other officers can shove off on him. His life is long hours and little appreciation. He is sitting on the edge of possibilities, and after many years of experience, can become a senior military officer. He drinks fountain coke and smokes the tires on his VW.

NCOs are enlisted and commissioned officers are, obviously officers. On the enlisted side, the members are usually the "doers," they do what the officers ask them to do. An E-9, would act like an upper level supervisor. At this point in their career, they typically no longer take as much of a hands on role. E-9s are often their for adivce for everyone from the lowest E-1, and all officers from an O-1, to an O-10 (General/Admiral). They are usually not associated with just one job, but they oversee many different areas in one career field.
An O-1, as an officer, is a basically a manager. They don't have very many responsibilities and answer to higher level officers. An O-1 will often be placed in command of a large number of soldiers, but they are not expected to know everything. That's where the NCOs (E-7 - E-9) come in. They are there to serve as advisors to the officers and to make sure what an officer orders is taken care of. Most of the time an officer will tell an NCO what he needs done, and the NCO will do it in the way that he sees as most effective. An O-1 will often go around and do some hands on work, to gain perspective on what his soldier, airmen, or sailors are doing.
In terms of pay, An E-9 will earn more than an O-1 (there might be an excpetion if the O-1 is prior enlisted). As someone above me mentioned, Most O-3's (Captians or Navy Lieutenants) will earn more than the highest E-9. Technically an O-1 is senior to any E-9, but most officers, regardless of rank, hold a great deal of respect for what an E-9 has accomplished, and they greatly value their advice.
Also, an E-9 is very effective at telling leaders what needs to be said, because they have reached the pinnacle of their career and don't have to politics and worry about promotion repercussions.

Well, the highest ranked NCO (E-9) will make more than the lowest CO (0-1), however, most 0-3 make more than that E-9. E-9 can have a lot of job opportunities, b/c rank does have its privileges, where as, an 0-1 are basically like E-1, brand new, have to learn the trade. On the other hand, O-1s can have a better lifestyle b/c the military does cater towards the officers,

An NCO is a Non Commissioned Officer. So, I would guess a CO would be a commissioned officer. I don't know much about a CO. But an NCO is on the enlisted side, so not actually an officer.

Lowest commissioned officers are raw, they have this deer in the headlights look. They rely greatly on NCO's who have been aroung long enough, especially 1sg's, platoon sgt's.
