I think some sex researchers have studied this and you are onto something. Studies have shown that at certain times of the month, women become more sexually aggressive and tend to wear less clothing or sexier clothing to make themselves attractive. The idea is that they want to attract a male for the purpose of reproduction. The debate is whether this is a conscious decision or instinctive.

Other studies seem to corallate this. When women are sexually active and agressive and other men take notice of them then their boyfriend/husband may become jealous (consciously or unconsciously). Jealousy, or at least the fear of competition with other males, causes the male to produce more sperm and, I think, the sperm is of a higher quality too, as well as having a larger volume of ejaculate (look up Sperm Wars).

So, if you follow the data, it would seem that sexy undies probably do raise the sperm count and increase the chances of impregnation.

Women's panties have nothing to do with sperm count. Sperm comes from the man and the levels don't go high and low based on what a woman is wearing.
