I use a few. Mine are all freeware, because I can't afford photoshop. Still, they do the job quite well! Pixia is a wonderful drawing software with effects you can apply aswell. Project dogwaffle also offers a very nice free version, the only drawback is it only recognizes and saves in Targa or BMP format. ArtRage has a free version that is wonderful for applying simulated brush effects. As mentioned above, The Gimp is also very good. you can make custom brushes, even! There is also a program called GimpShop, which I do NOT reccomend, because my computer had problems with it. it is good, despite this, so if you want to try it you can and see how your computer handles it. All of the programs I mentioned are free and can be found easily (google it.)
now, for cutting and shading: Gimp has a tool called Dodge that darkens areas. as for cutting, I haven't really experimented with that, sorry. Hope this helps!

Define 'Best'.
the cheapest - Gimp it's free but kind of hard to learm
The easiest - Microsoft Picture it
Best value for the money? a toss up between Photoshop Elements and corel PaintShop Pro (both reasonably powerful for around $125 US dollars)
Best able to be used for Professionals - Photoshop CS2. A distant 2nd Place would be corel PhotoPaint.
