There are three types of officers in the U.S. military.
1. A commissioned officer..this is what people think of when you say "Officer". In the U.S. they usually have a college degree, though not always.
2. A warrant officer..A very experienced enlisted person, usually with special skills (many helo pilots at one time). They outrank other enlisted, are saluted by the enlisted, but even the lowliest commissioned officer outranks them. However, commissioned officers are smart to listen to these folks as they have LOTS of practical experience in their area.
3. A noncommisioned officer..An enlisted person who is given a measure of responsibility, often supervising other enlisted. They may have little or lots of experience, depending on their rank. The NCO is the backbone of any military organization and is usually the person who trains and handles the day to day details.

Latoya, i'm at a loss for words as all get out. what's a non-commissioned ROTC cadet? Are you relating a extreme college ROTC cadet? They "carry" enlisted" rank on a similar time as they are going to college. and what's an enlisted officer? you're the two enlisted or an officer yet no longer the two.

An NCO is enlisted and the word officer is there for the responsibility of the NCO over his subordinates.

The difference is the commissioning, not the officer. Noncoms come up through the ranks to assume leadership positions. But the highest ranking noncom still ranks less than the least ranking commissioned officer.
