There isn't a rule. Everyone does it the same though. You want the necks facing out so you can pull them out easier. :)

Neck out, slightly down if possible. Also, wine rack should be kept in a cool well ventilated area and not be exposed directly to outside light once loaded to ensure wine stability. Side note- white wine should be kept at about 50-52*F and room temp for red is wine cellar temp in Europe or roughly 57*F

I'm not sure I understand either...The bottles should be placed so that the top is tilted at a lower angle than the bottom. This prevents the cork from drying out.

Slight tilt cork up. Turn bottles once in a while to ensure cork stays wet.

You "load" the bottles so that the cork end is down......keeps the cork from drying out and falling to pieces when you uncork the bottle.
