rich people have good lawyers - poor people do not.
so it's less of a hassle for them to arrest or give tickets to poor people.
It's not a difference in crime levels... rich kids break more laws than poor kids do... they just get away with it, so it doesn't get reported as much.
I know a lot more rich kids that do coke and heroin and like to speed (because they have really nice cars).... and whenever I've been to parties in the rich part of town - they never get busted...

thats where the "obvious" crime is and where people cannot afford the high priced lawyers to help them.
