its called rosacea. Rosacea may be related to the hair follicle mite Demodex folliculorum although this relationship is in question.
Some people with rosacea have more of the mite on their skin, but others who have this mite have no symptoms. There may be some evidence that Helicobacter pylori, the same bacteria that causes stomach ulcers, may play some type of role in rosacea. Not because the bacteria is present in the skin but as more of a response to the bacteria in the intestinal tract.

i think peoples faces are always red cause theyre hot. or they have some kind of problem

For the most of part, my friends have sensitive skin, and when the nice UV rays hit their skins, it becomes red, chapped, chipped off, and they get so many pores shown up.

there is a condition called rosasia and it makes you look like your blushing all the time the dr will prescribe something for it to keep it under control
