This guy at my middle school showed my friends his "package" She said it was 8 inches. Is that possible for a 13 year old?(or 12?) Just wondering.

It's possible, yes, but how's your friend's eyesight? Show her a carrot or a pencil that has an inch or two already missing the ask her to guess how long it is. I'll bet she's wrong.
Even if she guess right, she might still be wrong about the guy. People think they know 8 inches when they see it but under the circumstances, the excitement or stress, she could easily have misjudged.
Haven't you seen the numbers painted on the side of the doorways into Pizza Huts and convenience stores? They are there so that employees can have help figuring out the height of the robbers! Because even if the robber is your height, if you're got a gun pointed at you, you're not going to be accurate at guessing his or her height.

Possible? sure...if he's like, super excited and turned on to the max! Usually guys aren't though, when they randomly show their fellow middle schoolers their "package" I think it's possible your friend is mistaken
