Try a nice public park,
Instead of getting married by a judge my husband and I were able to get an Officiant from the same suburb Civic center. He had $100 fee, but he donates it to charity.
We had 2 friends as witnesses, then went out to dinner at a nice restaurant. Really fun.
We got a cake from a gormet grocery store. So tasty, and only $20.
I made my own boquette: flowers from the florist, but an already made "vase" arangement for $30. I used three "zip" ties on the stalks, cut the ends even and then used ribbon to cover the "handle".
Then we had our pictures taken the next day at a "pro-ex" picture studio near our house. I think we spent about $60.
I sewed the purses for the witnesses as a gift. So all together it was *really* cheap.
So I had the pictures from the ceremony with the two of us at the park. (the witnesses took them) And the pictures of us at dinner (just a couple). Then the pictures at the studio, plus the nice shower a co worker had thrown.
I had a dress, a cake, flowers, and wore a tiara (Informal be damned!) And had so much FUN. - Minus the stress.
I tell people about how we did ours, every one is like, I wish I had done that. "We spend thousands, and it is just one day...I was so stressed/I was so tired/My feet hurt so bad"
And we still have the same things left.. Pictures. Thats it.

Find a nice park in your area and invite your friends. Then you can go to a nice restaurant afterwards for a celebration together.

I had a friend who eloped and when I told her I wanted to she told me she always regretted it. So --just in case I want to tell you you could do a tiny easy wedding if you want:
if you do a dessert reception in the afternoon you could do a super cheap wedding if you wanted. 2pm wedding. 2:30 dessert reception: cake, cupcakes, pie and drinks: coffee, tea, juices, champagne.

go to your locsl courthouse. They will do it. Just make sure that u bring a witness. Good luck
