Do you mean water bonding with sugar? Water has a relly high surface tension when bonded to itself, so I would imagine it would lower, when bonded to sugar it would lower. Sugar has hydrogen bonds, which make it able to bond with water, but it also has Carbon and Hydrogen bonds which are not nearly as strong as hydrogen bonding.

any chemical will effect the surface tension of water. What you really need to know is in what way.

I would think soo because if you add alot of water the water will become supersaturated.

Yes... however i dunno in what way... i think it will increase the surface tension...
