Sarah:

I'm a Wedding Consultant in Canada but what I can suggest is a couple of books that should help you out.

1. Working from Home
by Paul & Sarah Edwards

They are consultants but not specifically in the party planning venue. The information is a bit generalized but they have a great resources section that should be able to set you in the right direction.

2. Association of Bridal Consultants
http://www.bridalassn.com

They have a nationally recognized wedding plannign course which has an entire section on the legal stuff. I'm not sure if you can take just that aspect of it or not, but get in touch with them and they can either tell you what you need to do or suggest where to look.

Hope that helps - best of luck in your business

You need money to start a business. If you don't have any of your own, you need to pitch your idea to investors.
1st get certified w/ the ABA (I think that is the right name)- American Bridal Association. This will help credit you as you head into the future.
Try apprenticing w/ a current wedding coordinator. This is a good place to start if you haven't got any experience.
Good Luck!

Check with your local community college or adult education to see if they have a class on becoming a party planner. I took one and they gave you all the info you could imagine!

Good luck!
