It depends where you go. Usually you won't need a visa, but you will need to be within in the country for a few days before the wedding. Meaning you can't just fly in to get hitched and fly out.
Most places require a passport and a birth certificate. When in question, ask the local government office/embassy about their restrictions. I know in Holland a couple can only be married by a judge in a courthouse.
A great alternative is to be married by a judge before hand and go to a foreign country just for the show.

Where do you want to get married? A lot of destination type places have additional information on their websites about geting married there as well as all of the touristy stuff. from what I could tell last year when I was concidering it as an option, you definately will need a visa where ever you go and lots of i.d.. You have to apply for a license whereever you are and they all reccommend that you figure that out and deal with as much ahead of time that you can. Best wishes!

yes you can marry and illegal legally in the U.S. in georgia and tennessee you don't even need identification just the $ to pay for the license....all legal...thats why illegals paying american's to marry them then they get their citizenship fast tracked (3yrs vs 6-7)

i'm not 100% sure but you do have to have proof they are a legal citizen and if the first courthouse you had to go to gives you heck over it just try a diff county courthouse...
