It takes a sufficient amount of chocolate to make a canine sick. A dog getting a hold of a chocolate bar is most likely, not going to kill it.(especially if it is white chocolate, which is proven to be fine for dogs) The worst case would be if your dog got into Baker's Chocolate, which has very high toxicity levels. Milk Chocolate, because it contains dairy products, will more than likely just cause indigestion and maybe diarrhea.
As for Pandas, as they are in a near family of bears, I would assume they have a very robust digestive system, capable of handling many foods.

Real chocolate contains theobromide which accelerates the heart rate. In small dogs, their heartbeat is quite rapid anyway, and the overload can easily kill them. Dark chocolate is worse than milk chocolate as it has more of the active ingredient. White chocolate is perfectly safe, as is carob. Not sure about pandas, I guess it's the same.

A Vet. Chocolate will kill a dog, so do not give it to them. Probably not good for pandas, either.

Chocolate is very bad for dogs. Their system does not break it down very well at all! Don't give the dog human chocolate!!!
Don't give them onions or garlic either!
