Well form a deputy's point of view. They are looking for a reason to harass you. There is not a set walk way then you need to follow the rules of the road. However I agree with you and I like to see what is coming at me. The sidewalk is the best choose to use. However I see that you said that you live in a small town check with your city ordnance's if there is not one about where to walk the contact your councilmen, file a complaint with the city and watch the dept. get into trouble!

The safest way to walk is toward the traffic. You can see what is coming on your side of the street. The drivers treat you pretty much as if you are standing still. If you are moving faster, like on a bicycle, you need to go with the traffic. You can't see the cars, but it is easier for them to deal with your motion than it would be if you were coming at them that fast.

Check with your state and local laws. Consult a lawyer if you still find no answers.

I know the Boy Scouts advised to walk facing traffic, if there is no sidewalk.

law enforcement officials won't be able to try this. the in basic terms difficulty a cop can do to you if you're performing wide-spread is walk as a lot as you and say "am i able to be sure your i.d?" in the experience that they try this, you need to demonstrate it to them. yet they probable received't even try this. in spite of the undeniable fact that, they can make stuff up and say that you look to be someone they are looking for and detain you. law enforcement officials lie too.
