Introduce yourself, maybe take over some cookies or candy...chat with her a minute or two...then ask about the music. What is it, it's interesting, oh but you know what, when I try to sleep it's sort of loud, or.....and ask about the smoke, etc.
If you approach a person like they are a person, and you are kind, interested, polite and friendly, they are more likely to care about your request, i.e., please turn the music down, please don't smoke by my open window, etc.

I would try to do the right thing by asking her kindly the first time, and then sternly the second time and thirdly Call the police.

I just thought get some old eighties hair band music called SLAYER she'll love it!! or even play Christian music back to her.
She would probably move!!

Close your window and call the police about the radio.
SHe has a right to smoke in her own yard. However she does not have the right to play her radio so loud that you have to listen to it as well.

If it is extremely loud at night, you can report her to the police for disturbing the police. First, you should talk to her and ask her to turn it down. If she's smoking outside I would go out with a giant sprayer and start spraying bug spray all over the place. Some might accidentally get on her. Oops.

first I would talk to her let her know the noise is too loud at that time of night or day. if that doesn't work out you have every right to call the police for disturbing the peace. Smoke you can mention but you may have to open another window

If you can hear her radio IN YOUR HOUSE, that's pretty dog-on loud no matter what she's playing. Ask her nicely to turn it down. If she doesn't report her to the police because that's noise pollution. As far as the smoke however, you may need to change the window you open.

Your city or county may have a Noise Ordinance - call the local police and ask. As for the smoke "coming in your window" - get real, Allah didn't smoke did he?

You do not say whether or not you currently get along with your neighbor. So I will assume that you are at least cordial with each other:
Kindly inform that she is making you unhappy with her actions and music. See what happens with some civil conversation. If that does not work then anonymously contact the police next time she is blaring her music. Noise pollution is against the law. She'll probably know it is you though........

Nothing you can do in regards to her smoking...unless it isn't regular tobacco. As far as the loud radio..it is disturbing the peace. Call your local Police or Sheriff's department. And just FYI, it does not have to be late at night for a disturbance call....you also can remain anonymous
