A couple of things you need to address- are you making CD's from MP3 in which you need an encoder or do you want to save files from multiple cd's and make a mix? The 2 common CD formats are .wav or .wma. If you use the search engine you will many links that will provide step by step directions.
One of the easiest music program is using win media. If you have Win98 or Win2000 you probably have Win media Ver9. For WinXP you get Win Media 10 (start, programs, winmedia to execute). You can pull in your music from file folders to the D: drive, then insert a blank disk and burn your mixes by whatever is in the folder. WinMedia will create WMA files.
Other good ones are Winamp. Remember, you may need an encoder if you are trying to translate MP3's to WMA/WAV files. If you want to make MP3 files to give yourself more file space on your PC, then you need a wav to mp3 encoder. Type MP3 encoder to the yahoo search and you'll get a lot of hits. Some are free utilities, some have a trial period for purchase but they typically work. I've used Blaze Media pro and it works pretty good.

It depends what you want. If you want scores then the best one you can get is Sibelius - however it's very expensive. If you want recording then the best you can get is ProTools, but again it's very expensive. The software that my friends and I use to record and to do (basic) scores is cakewalk, it's cheap - and as a result it has few plugins and the score isn't brilliant, but as a cheap compramise it's one of the best there is.
