lay on your back on the ground. stretch out your feet so they are straight and put your hands down by your sides. then lift both of your feet straight into the air with your hands still at your sides. then using your lower ab muscles push your legs up into the air and bring them down. but don't bring them down too fast. the trick is to bring them down slow so that you target your lower abs. do about 20 of these 2 times everyday. it should work.

darn it chishru beat me to it. but yeah. do that and you CAN'T stop doing them after like, a week. soon enough you'll start seeing and feeling the flatness! :)
