You know, the rules that the godders always insist on:
- God doesn't interfere with anyone's free will. (This would explain everything from Hitler to the recent slump in sales of Ford cars.)
- God doesn't *want* to consign anyone to eternity in hell, but if people disobey his laws or refuse to believe in him, then he can't do anything about it. His hands are tied. (A deity in bondage -- now there's a mental image for ya.)
- God will never destroy the earth in a flood again. He promised. (The people of New Orleans might beg to differ.)

A bona fide God doesn't have to answer from his actions or obey his rules, because He knows best, and His mystery is beyond the comprehension of mere mortals (ain't that practical? I think I'd like that!).
This said, I think a good leader should lead by his own example. The problem with Gods is that they aren't accountable for their (in)actions, and more importantly, we are stumbling on a small problem here: the theist hypothesis has been materially unverifiable until now.
Maybe they are busy in other star systems or levels of reality, exploiting the gullible for their own pyramidal schemes, who knows ?

This is generally assuming that a god would be all-powerful, which is not exactly the safest assumption. The ancient Greeks, Nordics, Egyptians, and present-day LDS Church all tend to consider the gods to be limited in one capacity or another. Even in mainstream Christianity, which you seem to infer, God is incapable of lying. (I'm a Buddhist, so I myself don't give any gods much credit as none of them are the Creator.)
There are the logical paradoxes also, such as can God create a stone that He Himself cannot lift? I suppose that would be a rule, abiding by logic. I suppose that time would be considered a rule as well, as a personal god would be unable to interact with the Universe if he were above the concept of time.
In any case, I would suspect that it's not so much rules that a god is constrained by, but simply a natural limitation. Obviously those would have to be followed. Beyond that, anything else would be self-imposed and thus unenforceable.

Absolutely since God is perfect and his laws are for our benefit and when we try to do things our way disaster usually follows just to let you know God had nothing to do with new Orleans the flooding had a lot do do with the substandard construction of the dam and levee system also the wjhole world wasnt destroyed and never will be the rainbow after the storm is a reminder of his promise to us that it wont happen and since God NEVER lies cant say the same for us humans we seem to do that a lot and if would help a lot if you wouldnt misquote or invent things that the Bible doesnt say or mean o.k. If I were god I wouldn't have rules! I don't believe that god gives me rule anyway, I think that god just let me do what I got to do and I learn from the things I do!! Would you build a city on a marsh below sea level?? I kow I wouldn't but that doesnt mean that I don't feel for the people of new orleans!! It wasnt their fault thats for sure. I'm just saying that maybe we need to look at our actions more carefully!!!
