Diet alone cannot change body shape. She will lose weight proportionatley. Exercise may be the key.
Although you cannot totally change body shape, targetted exercise may help tone and improve problem areas.
I had a bit of a flabby tummy and wobbly arms, but through a combination of sit ups and weight-lifting exercises, I have managed to tone and therefore improve these areas without losing too much off my chest.
Don't lift massive weights.....you'll end up too muscly, if you want to maintain your feminine form. Try small weights, with many repetitions to tone and enhance.

If your friend is still young, then her breasts are still developing, her body is still growing. She could grow a few inches and the weight would then be evened out. If she's older than 17 or 18 then exercise would be her best bet.
Push ups, pull ups...anything that works the pectorals will help her boobs. There's an exercise, I'm assuming it called palm presses because that's basically what you do. Assume the prayer position with your palms, pressing them together. You can do this in 4 different directions for best results. Fingers pointing towards you, up, in front, and down.
As for the rest, she can do sit ups, any kind of aerobic or cardio exercise, along with a healthy diet and plenty of fluids, and she should be in great shape. Of course it'll take time. Walking everyday is definitly going to help too.

I wish there was a miracle cure!! i'm the same...as soon as i start to lose weight it comes off all the wrong places, boobs, arms, ribs...I've come to live with the fact that theres not a lot i can do to change this....So saying that..i have 2 choices.....have plump boobs, a round belly and big ***...or be flatchested, flat tummed with a neat ***....Just try and exercise your lower half of your body, not your top and keep up the dieting..Hope it works for u...x

Unfortunately, there is no way to lose fat in only one area... Estrogen helps balance the fat, and it will make it go away everywhere. If your friend is not FAT, just out of shape, conditioning and targeted exercises can work out her middle with a smaller impact on her chest. Also, strengthening her pectorals with weight training could help her chest get more "lift" and make it look bigger and perkier.

If you do cardio exercise, it will burn fat...fat from all over your body. This is what kind of exercise is best for burning fat. However, you can reverse this effect for the chest by lifting weights that focus on the pectoral muscles. Good luck to your friend!

Any time you diet or exercise you'll lose fat everywhere, and this is primarily what the breast tissue are made of. Not to worry tho, because her figure will be even more attractive with the exercise, her muscles will be nice and toned.

Unfortunately, there's nothing she can do to protect her boobs, as the weight she loses will usually come off there first. She could try and target specific body zones with yoga etc, but I don't think it'll work and it's an overall thing.

The body loses weight systemically...that is all over at once. You cannot lose weight parts at a time.

Why only girls?? I can answer... Diet and exercise... No chest exercises though. If you don't know what I mean by chest exercise, I mean boobs exercise
