If he is interested he should call you. Why would he leave it up to you ? He just wants you to make the first step so that he knows that you are interested as well. Dont fall for it.

I think that I would think about it. Besides, he might be a stranger just trying to get you. Whenever somebody gives you a phone #, these are some things to check:
(1) Get more info about the person, ask him what his name is, what his e-mail is, and other things, if he doesn't want to tell what his name is, then he should be a stranger and move on with somebody else
(2) Ask him to e-mail you a picture of himself
(3) Tell him or whoever it is to explain what his lifestyle is. Is it just like yours, does he do things like you? Ask these questions and others, you should consider to ask him if he likes sex, if he does, then you think about it because strangers love having sex or like to see women naked.
(4) Then you should go on a date if he seems ok. Or you may want to just take your clothes off and take a picture of yourself naked, no bra or underwear on you, just plain naked( you may want to make yourself look more sexy, or in a sexy position, for example, show you penius to the camra, lay on a sofa showing your big nipples or boobs, or just find a ribbion or something and put that between your penius(you could also wrap the ribbon around your boobs and let your nipples stand out or just wear a see through night clothes).

That depends on what kind of guy he is. I've had one guy give me his number, it ended up being a spanish speaking person who did not understand english that answered the phone. I dont think i would.

That depends on how desperate you are. If you call him, it'll pretty much tip him off that you are.
Its your life, but this approach isn't recommended in my books.

i wouldn't if he was a complete stranger that would be unsafe but if you know him by all means go for it
