There is a couple of things you can use.
1. Kapok.
Its used in mattresses, pillows, upholstery, teddy bears.
Its soft and you can mold it like polystyrene in a bean bag.

2. Feather Down,
That's used in mattresses, pillows, blankets and sleeping bags.

Hope these ideas help you out.

Have someone in the USA mail you a big "empty" box filled with these little white wonders! Shouldn't cost too much and save you a big project and possible mess. Are you talking about a beanbag chair or a sport beanbag? If it's really small, use real dry beans but be careful about moisture....you don't want to actually sprout them!

Eat styrofoam and place a net over the toilet.
