on our balcony...a neighborhood cat climbed up there( we are on the 2nd floor) and attacked her..now she is at the vet for an abscess and other complications caused from it and it is costing me $1400.00 SO FAR. If I find out who the cat belong to...what are the laws in getting the owners to pay for the bill. How can I prove it is thier cat that attacked mine? Should I get photos of it on my balcony? Trap it? Other suggestions?

Sorry for your troubles. One of my pet peeves is roaming cats and all the havoc they cause.
If you can prove that specific cat attacked yours, on your property then you can sue. The problem is that unless you caught evidence when the incident occured, the owner can alway say that you are lying and that the cat was with them the whole time.
Any photographic evidence you can come up with is a good idea.
Trap it and make the owner buy it back from you. Yep, you guessed it $1400.00.
Good Luck

Unless you have the incident in question visually recorded or have an eye witness you may be out of luck here. You have no way of really proving that cat was the culprit. But laws do differ from state to state so I suggest calling your local humane society and ask their advice.

Unless your balcony is screened in, I suggest keeping kitty indoors.

I unquestionably have a 70 pound canines and a 7 pound cat. they actually like one yet another. The cat "face-marks" the canines each and all the time. They play plenty, and look to speak on some point. Alpha male canines have some dominance subject concerns, so in the event that they are actually not getting alongside, that's terrific to maintain them aside as much as accessible.

Pretty much there is no fault if you take it to court. You both are at fault for letting your cats outside, and so the cats did what cats do, they fight for territory.
I guess you learned the hard way that cats should not be outside.

Wow, that is tough.

The Humane Society may have somewhere to refer you - but really, without something to show that it was THAT cat, it's going to be tough to prove ...

try capturing it. or if you have a video of it you have any evidence you can go to court.

You would be laughed out of court.
