It serves as a deterrent in most cases. Look at a busy street, traffic may be speeding by. However, if you place a patrol car on the side of the road, traffic slows to the speed limit. Here in Maine, I have seen many instances where the mere placement of a trooper's vehicle in the "turnaround", will serve this purpose.
And as Coragryph stated the ability for law enforcement to deliver the consequences for violators, ensures they either don't do it again, or deters them.

It ensures that the existing rules are followed. Absent enforcement and consequences, there is no point in having the laws.

well if u kno where lithonia georgia is.. u shud visit it... the crime there is so bad the cops couldnt keep up nd had to retire the whole cities force.. they had to bring another counties police.. if the crime isnt being inforced who will inforce it... im sure u wudnt want sumone to steal ur car, or break into ur house, or shoot u or one of ur friends or family memebrs. the laws r to be enforced. if not y makin them
