Laws are necessary because they protect the rights and safety of the individuals in the society. People have the right to not be murdered, stolen from, assaulted, etc. and the law serves to ensure these rights and deter people from violating them.

They provide a common structure that allows society to function. By having laws written down, everyone knows what the rules are, and there is no guessing what is expected of each member of society.
