She does this because it is something she has discovered that feels good, and it seems that it has now become a habit. She doesn't have the understanding as to why it feels good or that it is inappropriate to do so in public. This is not abnormal.
My suggestion is to explain to her what "private parts" are if you haven't already. Also explain that it is not right for little girls to touch their private parts in front of others or let anyone other than mom/dad/doctor touch here there, etc..
I would also suggest your bring this up with your pedicatrician (sooner than later) to discuss why she may be stuck doing this, and ways to change the behavior. If she's constantly doing this, there may be physical side-effects such as UTI's.

Children tend to do things just because it feels good to them. However, your daughter may have a health problem that the rubbing relieves, have that checked out first. Other than that, you should take her aside, privately, and explain that the behaviour she is exhibiting is unacceptable to society, and that if she wishes to do that kind of thing, she needs to do it privately so as not to offend those who would take offence to it. Other than that, the only thing that occurs to me is a possibility that is not nice to contemplate, and probably not true in this case, so I will refrain from mentioning it. I would advise against making her feel guilty about it however, or she may experience problems with sex and sexuality when she is older. Guilt is not an option here, giving her alternate options that she will understand is. I hope this helps.

I did it too from age 4 -14 continuously. I got addicted to the orgasm it gave. Try giving her something else to do with her hands. I am now 50 and found out I had obsessive/compulsive disorder then and now. Good luck

don't listen to the jerk who said you were a bad parent...my daugher, who is also 4, started rubbing herself against things about 2 years ago and no matter what i did to try and distract her, she wouldn't stop..i talked with my doctor about this and he told me that it was perfectly natural unless she wanted to start playing with other kids like this. I have noticed that it has been about 6 months since the last time she did this, so hopefully it was just a stage she went through..good luck

It is perfectly normal. Little boys do it too. You simply need to explain to her that there is a time and a place for such things.

no i dont think its that i was sexually abused as was my sisters and we didnt
she could be just curious
