If depends on where you live. In Florida, you can go to the courthouse, or an ordained minister, or a notary public. You can find all three in the phone book or via internet search.

Try asking around for a licensed minister if you don't belong to a church. (Like your friends or if there is a bible school nearby.)
Or the justice of the peace can do it.

Most church officials will want to counsel you first, so be sure to ask more than a month in advance.

The courthouse and churches are all good. But you can become an ordained minister on-line for free and marry anyone so if you have a friend you want to marry you they can! :-)
