The best way to neutralise something spicy is to use a dairy product; milk, plain yogurt, etc. Indian people even have a drink called "lassi" which is a yoghurt-based drink often used as an accompaniment to meals.

White bread. I do not know why. It is sjust a well known fact that has been known by generations of Southerners (USA) who eat hot peppers. You can also drink lots of beer before during and after your hot pepper eating.

Drink milk. The milk coats your mouth and throat, and draws the oils of the pepper off of it.

Sugar. Or, if you can't take the heat... don't eat them. They really aren't all that hot, they are quite flavorful. Come to Texas and we'll show you some really hot stuff! The seeds are the part that is hot, try to avoid chewing on them.
