no thats called forgery and assisting to a deliquent. you are not legal in any state as of now until you officially turn 18

sure you can, but it won't be legal. and if it gets found out you and the person, that signed for you could be in big trouble

Pretty sure you can't since only a guardian can be responsible for you.
