Not for life, because new, uncolored hair will grow in. She wants to go lighter which has the potential to cause some damage, but she won't be drastically far from her original color so if she goes to a good salon there should be no noticeable damage. But colored hair does require more upkeep--conditioning and sometimes color protecting shampoo to preserve.

If you color treat your hair, you have to be willing to go all the way and buy very good hair products that keep treated hair soft and moist. Coloring always damages hair, of that there's no doubt; but if you color excessively (IE: if a dark brown goes blonde, and roots are showing in a week and they recolor every time roots show) it will deaden your hair. But if you use sense and don't color excessively, you'll be okay.
New hair that grows in will not be damaged until you start coloring it too. You can color your hair, let it grow out, cut off the colored part, and your hair will be like you never colored it in the first place. Also, if you color your hair a lot, I would advise you to not blow dry, curl, or use straighteners every day. That really dries your hair out!

It will damage her hair, but if you cut most of it off it'll grow back beautifully. My mom has been dying her hair for a while, and her hair became so messed up that it was almost impossible to comb her hair.

You wont notice the damage. I dye my hair every month and it looks no different (other than colour!) than when i started about 10 years ago.

Any color change that involves lightening hair will damage it. However, dyeing hair darker can actually make it healthier. Her hair will not be damaged for life it she lightens it; it will only be damaged until the dyed hair grows out.

if the hair-dye is prepared from an aromatic primary amine like aniline-now a days I think it is prohibited by law in many countries -then it is carcigenic(cancer producing)-not good.--If it is interfering with melanogen/melanin metabolism -reducing black color- then also it is not desirable.Synthetic chemicals like orcinol containing beauty products are also not desirable.A number of trditionally used herbal mixes(like henna-saponin /carotene/anthocyanine/anti-oxidants containing herbs) hair dyes,hair conditioners are safe,healthy-

The farther the desired color is from her natural color, the more damage will be done.
Ex: dark brown to blonde damages hair more than light brown to the same shade of blonde.

if its lightened too much then yes, it damages your hair. But it will be fine again once it grows out, I know from experience.
I bleached my hair from dark brown, and my hair was extremly unhealthy, but when it grew out it was fine.

well i get hightlights 3 times a year and i haven't seen a difference in my hair since when i didn't get highlights.
