why is it considered wrong to have sexual interourse until you reach a certain age even if you use protection?

Its not wrong, its just that teens are stereotypically less careful and responsible than adults. We do a good job of being irresponsible as well and in some cases are bad examples for younger people. The risk of pregnancy, STD's are examples of why older people would want you to wait. In many circles, it is still considered the physical act of love and should be shared with a loving partner. Sex can be very difficult for some people to handle emotionally, which may be another factor in why it would be discouraged. Another point I want to make is that even when using a condom and birth control, accidents and unplanned pregnancy can occur. And finally, it can be hard on your parents, it is a sign that you are growing up and becoming an adult. It can be hard for them to let go and accept that sometimes.

Because you're too young to accept the responsibility if the protection fails, among other things. Also, the emotional toll it can take on a person is tremendous. How can a young person be responsible enough to remember/choose to use protection, when they haven't even finished their homework? It's the same reason You're not allowed to drive even if you think you know what you're doing - you're just not ready.

who says it is wrong??? There is no legal age unless of course the person is above 18. but nothing says 2 thirteen year olds can't have sex

sex isn't just a physical thing, there are other factors involved, which at a young age you don't understand, and may get them confused with each other.
