yes its perfectly fine to eat and its also where most of the flavor come from.
try this next time you get some brie. slice a baguette on a bias so you get long slices. put a slice of brie on the bread and top with raspberry preserves and toast under a broiler until the cheese is hot.

Yes. On camembert and brie it's called a "rind". It's completely edible, and in my opinion, the best part of the cheese.
