Hmmm....I don't get the connection between a candy bar and the dog, but if you like Baby Ruth's then I suggest you eat it.

I would think if you told your neighbor you dont appreciate his dog using your lawn for it's bathroom and to kindly pick it up, he would understand. It's not hard to put a plastic bag in your pocket or tie it to the leash for this very reason. Surely in the midst of his walk he passes a garbage can to dispose of it in.
If that doesnt work, care packages have away of being dropped off on the door step if you know what I mean.
Good Luck and try to keep the peace between you and your neighbor.

I'd say that you should act in a right way. This time pick it up but if it occurs again nicely confront your neighbor explaining that you have had to pick it up before and it would be considerate on their part to clean up after their dog. If it continues to occur contact someone who can convince them of the importance of this such as proper authorities who will find the neighbor and convince them of the error of their ways.

Well if it was in my yard I would

#1 get a zip lock bag from the kitchen
#2 turn zip lock bag inside out
#3 go out to the lawn
#4 place hand inside zip lock bag
#5 wrap zip lock bag protected hand around said Baby Ruth
#6 pick said Baby Ruth up
#7 turn zip lock bag rite side out so that said Baby Ruth is inside the zip lock bag
#8 zip lock the bag
#9 take zip lock bag with said Baby Ruth securly inside to nearest trash receptical
#10 deposet said Baby Ruth secure in zip lock bag in said trash reciptical

AND YOUR DONE ! ! ! and wasn't that easier than posting this dribble on the internet

If you were present when the dog did it, I would have said "You are planning to clean that up aren't you?" If not, just pick it up and fling it back in their yard.
