You're talking about judging others' characters negatively, right? Because some judgment is good--like the judgment not to go pass the evening with people whose aim is to rob a gas station.
As for judging others' characters in a negative light, it is human nature. We are fallen creatures, prone to believing ourselves to know stuff, and so we look at others sometimes through unfavorable lenses.
The more we come to believe in Christ's mercy, the more we learn to leave the judging to the only one who is a competent judge: God himself.
What I do is ask God to provide me with the ability to have mercy and not to judge, since God has shown me mercy. That is, I ask God to show me how he looks upon me with mercy so that I may come to look at others with mercy as well. I ask God to remove my worldly imperfections and to supplant them with his higher vision.
This is a process, and I don't believe that I shall ever come to be perfect, as only one is perfect. But I believe that growing closer to God and becoming more Christ-like is indeed possible with God's help.

Good question. I don't think anyone has been given authority in any religious context to judge another person. Some institutions have been given authority to judge our actions and meet out punishment. But no individual on the street has been given this responsibility.
Of course - we must use judgment in conducting our affairs. And we may judge the character of those who we will commit our lives - such as a spouse. But otherwise - we should not judge.
So why do we do it? It may be human nature. Maybe we can't set boundaries between applying good judgment in our lives and judging others that we feel don't. When I find myself in this state - it is motivated by my ego and belief that I am right. I then realize that I have been recycling my own garbage and must go out and learn something new from someone else.
Lately - I have been looking at this problem. Assume that everyone knows 90% of the truth. (If it was less, everyone would know that they did not know any of the truth.) But we don't know what the 10% is error in our selves or in others. How do we find the 10% that is wrong in ourselves and as a group not contribute our 10% to generate 100% error? Think about it.
I don't know the answer but I do know it does not involve judging others. It likely involves interacting and understanding others. This I am 90% certain.

Sometimes if we know another person has a point it just rubs us the wrong way and causes us to cast a snap judgement. Other times, we dont even bother with that due to how different they are from us. Honestly what helps keep me in check most of the time is thinking well how do I feel when someone does that to me?They dont know me yet they think Im this terrible person just because they dont agree with me. Do I really want to make someone else feel the same way I do?No.Its not a good feeling, to have someone assume something that you know is not true based on nothing.

Judging is a good thing. It's only a bad thing if you do so in the extreme, for example if you never make any judgements about anyone or if you make strict rash judgements about everyone.
If you never judged anyone, you'd would not have the capability to trust or empathize with someone. Only by judging people and their circumstances are you able to see where they are coming from.
It is not a bad thing to have opinions.

One of the reasons is inherited imperfection from Adam (ROMANS 5:12)
We aren't perfect. Leave the judging to God. Be empathetic with other people because we too makes mistakes regularly.

I'm sick of hearing this judging crap. All we do is make a decision based on what we know about someone, that's not judging. If we base it on facts and make the decision afer serious though, what is wrong with that?

it all depends on how you think! People have different perspectives. I only judge people who are rude, addictive, mean, cheaters, dishonest, boisterous, everything that is negative. If someone did something wrong like steal, disown, beat, cheat, abuse...yeah..
