If they have not come down by now, have the dog neutered!!!! It is way past time!!!! A dog with a undescended testicle should NOT be bred!!!!!!!!!!!!!
A good breeder would not have sold you a breeding puppy with the testicle not down. Most puppies have them both down by 8 weeks. Breeding puppies are only taken from the males that have both down, so you probably got the dog from a backyard breeder and therefore cannot get a refund or anything. The dog needs to be neutered!!!

Even if the vet can palpate the testicle, the inguinal canal may be closed and it cannot descend. The vet should check it though. It will make a difference on how complicated it will be for the vet to remove. And it can cost more if the testicle is way down in the abdomen!!!

he many by cryptochid which means only 1 testical descended and the other is still up. If he has that condtion he'll have to be fixed, since the undescended testical can twist causing sever pain! He is also at a higher rate of testicular cancer if that testical dosen't drop. There is also the risk that he can be infertal. This contion is herditoy and this dog should not be used for breeding.

They should be dropped by now.
I would have the vet check him to see and if can not find it by palpating the dog I would have him neutered as this is a gentic trait that can be passed on the the offspring. And retained testicles often become cancerous.
