if i called a telephone that had a device attached that could locate the phone that i was calling from, is there any way of me telling that i was being located by a number of clicks or sompething similar.

You've been watching too many movies.
In reality, it is very difficult to tap a phone without being detected... unless it is done by professionals with the co-operation of the phone company

no you would never know that you had been traced, tracked and known until the police knocked on your door or someone called you back.

you wont know if it was the government. i think private people have to tell you if they are building a case against you
