The British can get all kinds of visas, just not diversity visas.

If you don't have any American relatives and no prospects for marrying an American, you have many other options.

1) Get a job that's the government has deemed a shortage of, e.g. nurses.

2) get an employer to bring you over. Their lawyers will handle it, but it might be difficult securing a job at a US company.

3) get a Ph.D. If you can't get one in the UK, apply to US universities. It will be much easier for you to get a job with an American company once you are here in the US. Generally, if you have Ph.D, you company will be able to get you a visa to remain after your student visa expires.

4) become famous or renowned for something

5) become a fashion model

There have got to more, but this is all I can think of for now.

And look at it this way: even if the British were eligible for diversity visas, you probably wouldn't get one anyway.

As for your friend, if he were Latino or from Eastern Europe, he might not be able to get as tourist visa even if he had a job to come back to. The bottom line if that consular officers can deny visas WHENEVER they feel like it. Tell your friend to get a job and go back to the consulate.

The Green Card lottery is supposed to help ethnic diversity. Plenty of Brits already come to America just as I did, which is why they don't do the lottery for them. I agree it would be nice if Britain and America had some kind of program for easy visa access. After all we are supposed to be best buddies, yet I had to go through all the same crap as someone from Iran would.

America would do well to tighten up immigration for unfriendly countries and loosen up for friendly countries.

Brits are excluded from the DV lottery, along with several other countries, because they sent more than 50,000 immigrants to the US in the previous year. So you guys clearly get plenty of immigrant visas. And you don't need non-immigrant visas - you can visit any time you want just by getting on an airplane.

If this is discrimination, we're clearly not very good at it.

We British voters come from a greater western democratic us of a with a stable financial gadget and as such are unlikely to be attempting enter the U. American racism. Clinton amnestied 93,000 Mexicans just before INS sent back 13 Irish.

Congressman Solomon Ortiz and the Hispanic Cuacus may be behind part of this as they are trying to amnesty 20 million illegal Mexicans. They are probably afraid Brits won't become resentful Democrat welfare slaves.

By the way, you should be a little more respectful toward the only leader in your hemisphere with a set of balls.
