Just to be more precise, this question is only about losing an ID while in the United States, but lives in the United States too.

How does one get a spare government-issued ID? A person with a driver license can't get a non-driver ID and it is illegal to carry two valid licenses, even from the same state.

You can board without an ID, but you have to call the airline ahead of time so they can prepare for your arrival.

No need to call an embassy if you are still in the States.

Good question. Since you are still in the US you cannot go to an embassy. The TSA has become very regimented in documentation so this is not going to be easy. You will need to go to the local police station and file a report on your missing documents. You will probably have to call home and have other documents sent, birth certificate and an additional picture id. If you are a frequent flyer you should apply for a state id in addition to your drivers license and keep it in your luggage. With the police report you may be able to get a temporary state id in the state your stuck in. This is all iffy but if you start out as an organized person and think of these situations before you fly you should be fine.

You do not need to have a DL to apply for a state id. Alot of people in our cities dont drive but still reqire id and this is what is done.

Best thing to do is contact your home state and have a copy of your ID Faxed to you. A birth certificate, state ID papers or a state Drivers License verification. Often these can be FAX'd directly to airport security but you will need to present them to the ticket sales to purchase a ticket.

The short answer is that you can't get on the flight for the trip home! For this exact reason I always carry three different types of ID in different locations whenever I'm travelling. Driver's license, Retired Military ID & Passport. Any one of those will get me on a flight.

A photocopy of the ID page of your passport may well get you on board the flight but it will be up to the airline to decide if you can get past security.

If youare a US citizen ID is not required to board a plane in US for inland travel. As long as you have a valid ticket you can board a plane. If you are checked by securirty or police you need to tell them you lost your ID and prove it to them that you are a US citizen.This you can do by providing your house address/phone number and details about your home and family.

You need to contact the nearest embassy or consulate and arrange for a new ID.

Be prepared to answer a litany of questions, over and over again.
