God's name is Jehovah and it is mentioned over 7,000 times in the original Bible manuscripts. It saddens me that Christendom condoned the word LORD to replace the name of the Most High. LORD is not even a name. It is a title, like judge is a title. Jesus is thought of as God to Christendoms members and Jehovah is never even given a thought by many of them.
Soon though, they will have to know that he is Jehovah.

This verse is not referring to Jesus directly. If you read it in the context of the rest of the Psalm the Psalmist is warning that the genitle nations need to know that the God of the Bible is the only God.

Reading from the KJV:
That men may know that thou, whose name alone is Jehovah, art the most high over all the earth.
It seems to me that the statement is very plain; for the same idea is repeated over and over from Exodus through Malachi.
That men might know that God Jehovah is the most high (God) over all the earth.
I see no reference here to Jesus at all.

This scripture is just clarifying the position that God has in our lives. All its saying is to let everyone know that He is the Lord and that He is the Most High of all!

for psalms 83:18, JPS version, i see "let them be ashamed and affrighted forever, yea, let them be abashed and perished." i dont see what this has to do with jesus or names.
EDIT
oh, you are looking at verse 19 in my version i think. yeah, it just says that G-d alone is the L-rd.

I don't see TWO different names.
In my King James Version, dated 1956, it says:
"That men may know that thou whose name alone is Jehovah, art the most high over all the earth."
Apparently that is the name of God.
It has always intrigued me why in recent years the KJV has substituted 'Lord'.

God is also called Jehovah. I think this was done because the Jews, out or respect, don't mention God.

Jehovah or Yahweh, depending on your Bible. It is the name of the Lord (as opposed to meaning 'the' Lord), usually printed in captial letters.
