The answer is completely dependant on the country you are in and in many cases the carrier due to the different Exchange Equipment they use .
Need to know your Country and Carrier to answer this !
Hmm , Looking down 1 question , The Dial it yourself is still alive and well and living in a Telephone Exchange near you :)
The Ring Back was not only for a Bell Test , But also allows a few line condition / fault tests to be run at the same time .

Ringback in most Central Offices is now non-existant. It is also (where it does work) different for most areas. I use my cell to call my home phone if I want to check it out. Phone repairmen can have the test board call them back, but the old 'dial it yourself' ringback is for the most part, history!

Just call your own number and hang up after you get a busy signal. This only works if you do not have call waiting.
