This is a common problem for certain pedigree breeds.
Try garlic and fenugreek capsules for at least 6 weeks and see if there is any change.
Dont feed any rich meat eg liver, steak and dont rule out a sensitivity to wheat.
Try a rice and chicken/fish diet.
If its a complete dry diet you feed ensure it is not one of the high protein varieties-14%protein is adequate.

Your sweetie sounds like he has been bitten by something or run into a poison of some sort. Please take him to the Vet. Rashes are quite common in dogs, but determining what type is difficult. My little dog was highly allergic to fleas. After I took him to the vet, I was told to keep Brewer's yeast on him to help with the itch.

Take him to your vet and ask for a special medicated shampoo called Sulfoxidex, Chlorahexederm or Malaseb. These shampoos will help with the itchig and scaly skin. Good Luck!!
