Absolutely. It is entirely dependent upon their ancestors genetics. Brown-eyed individuals can have two gene combinations: BB or Bb/Bg/Bh. (B=brown, b=blue, g=green, h=hazel) If two people with Bb combinations "get togther", their children have a 25% chance of being born with blue eyes (or green, or hazel, etc.) and a 50% chance of carrying the gene. This probably is very rare in the Asian race, but is certainly possible.

Can Asians have light colored (green, blue) eyes?

There would have to have been one parent with two light-eye-color genes and the other parent would have had to have had a recessive light-eye-color gene and his/her dominant brown-eye-color gene (unless there's some condition such as albino people have that I don't know about, which is entirely possible).

Yes. Although I forget the minority, there is an ethnic group within China that have light eyes.

If you mean pure orientals (chinese, korean, etc.) then no unless there's a special circumstance. But if they're mixed like me than yes. Also someone in my family married a Hmong person and she is naturally blonde with green eyes and her parents have light eyes and hair also.

Certainly! wear fashion colored contact lens which is available in most of the optical shops. You can change the color of your eyes everyday. It's cool.
