It would depend upon what Mexico does about corruption in its government, but, allowing development of resources would surely help.
Mexico needs to improve rights and freedoms for its citizens.
But just how are they going to end the slavery.... the corrupt ruling class of Mexico has grown accustomed to the money its slaves steal from the USA.

Yes. Illegal immigration is not only an economical problem. I agree that would help to reduce the immigration of Mexicans to the US as many Mexicans go there only to work not because they want to become US citizens.

Not very much.
The argument that government corruption causes immigration does not hold up. As long as an economy holds up, or a vacant promise of better times is believed, people will put up with very high levels of government corruption.
Lack of money for children primes the economic response. The idea that people cross over for our wonderfull public school system is the propaganda or hallucination of educators.

There would still be illegal immigration but if Mexico had a better economy and jobs for its' people, perhaps there would be less from that country.

No, they would stay home but the problem is now all of the factories that moved from here to Mexico are now moving to India and China so they are flooding up here looking for work.
