Yes, He knows what you are thinking. When you confess your sins and repent from your sins, that is how you get saved. Not by what you do, but accepting what He did for you and what He gave you. You get saved only byt the grace and mercy of God. He knows your thoughts, but He wants you to know that He knows, and He wants you to confess your sins and repent from them so you would recognize when you are not right with God.

Paul is telling how to become a Christian, and James is telling how to go about after you have accepted Jesus Christ as your Lord and Savior.

Jesus knows about everything, but he doesn't care. He's too busy having sex with all the young girls that go to heaven. He's Jesus, you can't say no to Jesus, can you?

Jesus and the god machine do nothing all day but record our every thought and action, so they can elvaluate us and see if we are worthy for their heaven, like a football coach watching film from games to determine who makes the team.

get it?

In essence, except the Bible uses the term, what is truly in your heart. Claiming to believe and actually believing it, in your heart, based on accurate knowledge, is what makes it real. If you are willing to pledge your allegiance to his father and no one and nothing else. If you are ready to turn your back on this old system of things, not trying to change something that God intends to destroy, anyway. Not being like Lot's wife, who could bring herself to turn her back on the old, even as it is being destroyed.
