I can not get him to stay in seat belt, Please Help

They sell seat belt locks that are kid proof - try Babies R Us or Target.

Get a new seat.
A baby is not supposed to be able to unlock the belt.

Stop the car, take him out of the car and threaten to leave him at the side of the road if he does it again. Really frighten him as that is far better than having him badly injured if an accident happens. The child being under 14 you will be the one to be prosecuted and get points on your license.......
