I don't understand the question here, but there are two seperate issues: the lost social security card and the warrant for arrest.
(1) Regarding the lost social security card, he can contact the social security administration and be issued a replacement card. There may be a small fee involved with this.
(2) Someone with an outstanding warrant can be arrested whether or not they have a social security card with them. They will not be issued a replacement social security card when they are arrested.

A person who is incarcerated and not entitled to receive government benefits such as Social Security, Medicare, Medicaid, and so on. However when a person is released, they can reapply and receive the benefits again.
When you are in prison you cannot even receive health or dental insurance! But you can have life insurance, go figure.
