It would depend on where you are and the labour standards for the state/province you're in.
I'm just guessing that it would depend on whether you're being paid for that hour or if it's deducted off your pay (if it is, you should be able to go wherever you want), and whether or not correctional facilities have exceptions to the labour laws (which they may).

No correctional and police officers are not allowed lunch breaks normally. A correctional officer is expected to eat at any time he gets a break or can take one. Supervisors can do things workers can't
This is normal anywhere in the US in all jails and prisons.
I have often worked up to 36 hours without an official break in emerancy situaations with the department bringing my meals to me.

This is something that's policy within the office, you may not be permitted to leave the premises while on 'the clock'. I know a few of the jobs I have had are like that.
If you are part of a union I would suggest that you consult your union representative or whoever is above your boss there. Good luck!

different positions have different things you can and can not do there for you should not be able to do such I work in a group home and I often work 15 hour shifts and can not leave yes you can eat but no you can not leave because you are there to supervise which is the reason that I can not leave he is allowed to leave because of being the supervisor my supervisor leaves and goes to do all sorts of things while on shift although I am not allowed to do things of such

My hubby has the comparable difficulty, if he grew to become into on the workplace he'd have a microwave and refrigerator, yet he's many times on the line. He have been given himself a Coleman cooler. His sandwiches, salad (like potato or macaroni) and yogurt stay chilly, and he places the granola bars and a spoon in a ziplock. He basically empties the ice out of the freezer each morning to confirm all of it maintains to be chilly. Oh, and his bottles of water, fruit juice, and nutrition plan Coke. he's particularly happy with that set-up.
